In Switzerland, Mitwirkung is a fixed part of many planning processes: on land-use plans, regulations or neighbourhood development, residents can contribute before a decision is made. The Mitwirkungsverfahren surfaces concerns early and increases acceptance of decisions.
Mitwirkung is usually advisory: the authority takes in feedback, weighs it and explains its decision. It differs from the formal Vernehmlassung through its earlier, more open and often lower-barrier character.
